Sentence Being Served for
Sexual Assault with Use of Force – Felony C.
Sentencing took place June 26, 2020 in the Waukesha County Courthouse, Waukesha, Wisconsin.
David Scott Scharlat, a.k.a. “Fed,” was sentenced to four years’ prison with three years’ probation. However, that sentence was stayed for five years of probation commencing with nine months of jail time, two months in Waukesha County Huber Facility and one month stayed.
The producer wishes to recognize the journey of all of Fed’s alleged victims. At sentencing, “20 women” were confirmed as having been identified by the U.S. Department of State and the State of Wisconsin. FIVE instances of the defendant video “watching” and/or recording women were found in the defendant’s official email as part of the investigation, according to the state prosecutor.

According to the U.S. Department of State on December 4, 2018, the filmmaker’s complaint against David Scott Scharlat of November 13, 2014 resulted in the full termination of Scharlat’s federal agent status. Because of misrepresentations by the offender regarding this matter and his employment termination, firing was confirmed through the US Department of State in July 2020.
Scharlat is no longer employed by the U.S. Department of State’s Diplomatic Security Services and will NEVER AGAIN use his badge and gun to terrorize women as part of his [alleged] serial rape and attempted murder patterns.
However, Fed is paid $2300 per month in “disability” by the USDOS. He will continue receiving that money from taxpayers’ pockets, along with his monthly pension from the City of Brookfield Police Department, in the amount of $1200 per month.

But this psychopath was not just any crazy person. He was a supervisory special agent for the U.S. government.
ABOUT ESCAPING FED | EMPOWERED RAPE & PURSUIT OF JUSTICE
Serial offenses of stalking, rape, extortion, terroristic threats and attempted murder. For five years, film producer-director C.Kimberly Toms survived these acts at the hands of a Supervisory Special Agent for the U.S. Department of State. Destined to die and rejected by all of the police entities she approached, Toms headed to Washington, DC to unveil the secrets of the serial offender empowered to hold the Dalai Lama’s hand. To her surprise, the U.S. Department of State left her to her own devices against their highly trained offender.
So Toms fought the system while they kept his secrets. Living in hiding for years and unable to work or use her social security number, film became the only means for Toms to reveal her story to the American public. She had two days to shoot, little money and zero connections in the region in which she hid. Yet, a team came together to save her life and make this impossible film, not realizing that after the first day of production the offender would strike again…and again…
